M9 is an alliance of nine-inner Melbourne councils working together to represent 1.4 million Victorians who live, work and raise a family in the heart of our State. Our communities are diverse and dynamic comprising of the municipalities of Melbourne, Darebin, Hobsons Bay, Maribyrnong, Merri-bek, Moonee Valley, Port PhillipStonnington, and Yarra.

Recognising inner Melbourne’s Growth 

Victoria is the fastest growing state in Australia and Melbourne is on track to become the largest city by population in the nation.

This rapid population growth is driving significant demand for local infrastructure, new housing, better transport links and connectivity, and access to infrastructure and community services.

Growth in inner Melbourne is real, and it needs to be planned for. We understand our communities and we’re ready to work with the Victorian Government to use local knowledge, data and partnerships to be part of the planning for the future.
